Kaduna State House of Assembly passes 2016 appropriation budget into law

The Kaduna State House of Assembly has passed into Law the state appropriations Budget for 2016.
The Budget, which gulps the sum of one hundred and seventy two billion, three hundred and twenty two million, six hundred and forty Eight thousand, eight hundred and ninety one naira only (172, 372, 648, 890. 00), will serve as the financial benchmark for the government of Kaduna State 2016 fiscal year.
The Speaker of the Assembly, Honourable Abdullahi Shagali who read the content of the budget, said recurrent expenditure will take the sum of sixty four billion, forty nine million, nine hundred and seventy two thousand, two hundred and forty two naira ( 64, 049, 972, 242. 00) only, while capital expenditure sweeps a gullible amount of one hundred and eight billion, two hundred and seventy two million, six hundred and seventy six thousand, six hundred and forty nine (108, 272, 676, 649. 00) only.
He stressed that,”This Law may be cited as Kaduna State appropriations Law 2016… the sum mentioned shall be appropriated for the purpose of and in the manner expressed in the schedule”.
While briefing newsmen after the passage of the budget, the Chairman, House Committee on information, Honourable Nuhu Goro Shadalafiya, commended the House Members on a job well done and the timely passage of the bill into law describing the process as historic.
“This shows that we can beat time and meet the targets we set for ourselves and we have set a record not only in the state but the country at large. This will proof that we are here to work for our people and to give directions for the people and government of Kaduna State”.
On his own part, the Chairman House Committee on Finance, Honourable Bello Sani Gimi assured the people of the State that the speedy passage of the bill does not in any way mean that the House was under any pressure from anybody.
Gimi said all processes and procedures were duly followed before the bill was passed into Law.
“I want to quickly notify the public that they should not think that we only rubber stamped this budget and took it back to the Executive, we went through the processes of defense by all the ministries and parastatals, budget harmonization before it was passed into Law “.
Honourable Sani also assured the public that the House will not spare any effort to monitor the strict implementation of the budget. “It is part of our duty to monitor the implementation of the budget and we will do just that. That’s why it is a law and it is mandatory for the government to strictly implement it”.
The Budget for the year 2016 which is best referred to as Zero Based budget and a budget of sacrifice, has a huge capital project commitment as burden to take off from the shoulders of the state.
Unlike previous budgets which were mostly based on larger than life speculations, this budget of sacrifice is basically within the limits of the state’s projected revenue.
The Budget will receive attention of internally generated revenue which will compliment the federal allocations to the state as sources of fund for the budget.
