The Federal Civil Service Club Yola, Adamawa State, has been turned into a war zone, as a two-man interim committee constituted by the Director Occupational Health Safety and Environment, Dr. Comfort Adeosun, has banned all federal civil servants in Adamawa from membership of the club.

The federal civil service club was commissioned on  December 7,  2022 by Head of Federal Civil Service of the Federation Dr. Folashade Yemi, for federal civil service workers in Adamawa State.

Investigations from the Office of the Head of Service, Abuja indicated that trouble started on November 27, 2023, when a purported letter signed by Dr. Adeosun, alleging that she was acting on the directives of Head of Federal Civil Service, constituted a two-man interim committee with Marshall Johnson as publicity secretary and Ayuba Mboh, as secretary general.

Some senior public servants  questioned how Adeosun sat in Abuja and arrived at a two-man interim committee without chairman, treasurer and financial secretary to run the affairs of the club.

Part of the letter read, “I am directed to convey the approval of the Head of the Federal Civil Service of the Federation for the constitution of an interim management of the Federal Civil Service Club Yola, Adamawa State, with Marshall Johnson as publicity secretary and Ayuba Mboh as secretary general”.

Investigations revealed that the constitution of the federal civil service club states that in the event that interim management is constituted, they have only 21 days to conduct election.

Federal public servants in Adamawa State are appealing to the Head of Federal Civil Service of the Federation to ensure that election is conducted immediately, since Ayuba will be retired next month and Marshall is facing disciplinary action from his office FRCN Fombina FM for impersonating the General Manager.

In a letter dated  March 4, 2024, the General Manager of Federal Radio Corporation of Nigeria (FRCN) Fombina FM Yola, Mr. Dahiru Garba Mohammed, declared, Marshall who claims he is a representing the station as an impersonator.

Part of the letter reads, “please, kindly note that neither the General Manager, nor management of FRCN Fombina FM radio station is aware that Marshall Johnson has been representing the General Manager on the committee of Head of Government Establishments.

” In view of this, we have commenced the process of applying the internal disciplinary measures against the officer in line with extant rules pertaining to impersonation.”

The head of administration of Fombina Radio Mr. Miga Haruna Suleiman, has since replaced Marshall Johnson on the committee.

The Dr. Adeosun interim committee refused to register all heads of federal establishments and other senior federal civil servants as members, saying that they don’t have ID cards and must get endorsement from the Director Human Resources in their headquarters Abuja to be members.

Also, they must also spend five years as members of a club that is less than two years old before they will be qualified  for elections. This is an alibi for the two man interim managers to continue running the club for years.

The federal public servants  complained that after paying money for membership forms without receipts issued to them the two man interim committee said that they are not qualified to join their own association.

Some of the senior staff of federal civil service  in Adamawa State are calling on Independent Corrupt Practices Commission (ICPC) to wade into the financial misappropriation of the two man Adeosun interim committee and unravel the whereabouts of the millions that have  accrued to the club through a lease whose terms of agreement is only known to the two-man Adeosun committee.

The oppressed federal public servants in a complain letter addressed to the the state head of Public Complaints Commission, Yola office, and copied National Human Rights Commission and Committee of Heads of federal Establishments Adamawa State, are seeking for the enforcement of their rights to association for an immediate conduct of free and fair elections and an end to imposed interim leadership since the club was commissioned in December 2022.

One of the  aggrieved federal civil servants interviewed said, “All we want is for justice and rule of law to prevail. We  only want elections. Enough is enough. Our mother, the  Head of Service, pls come to our rescue as the present interim managers have boasted they are well connected in  Abuja.

Do you know that the Federal Civil Service Club has no bank account after it generates millions? Monies  are paid to personal accounts..This is unacceptable!”
