The Honourable Speaker of the Kaduna State House Of Assembly, Honourable Aminu Abdullahi Shagali has commended the Members of the House over the Unconditional support given to him all through the first Legislative Session.
This was contained in an address read by the Speaker during the preliminary sitting at the Popular Lugard hall Chambers, Kaduna.
“Today marks the commencement of the second session of the present Assembly from its inauguration on Monday 8th June,2015, following the issuance of a proclamation to that effect by His Excellency Governor of Kaduna State, Mallam Nasir Ahmad el- Rufai, OFR, FCNIA , as provided in the seventh Schedule of the 1999 Constitution of the Federal Republic of Nigeria ( as ammended)” he said.
It would be recalled that the House became a beehive of activities soon after the inauguration of the Legislatives which saw to the emergence of Principal Functionaries of the House, Special and standing Committees of the House and decent working environment were set.
“From the day of our inauguration to date, the Honourable House has within its Constitutional and Parliamentary responsibility alongside its procedural powers engaged in series of activities which includes Legislative Oversight, the Passage of Bills into Law, the adoption of well meaning Resolutions and the treatment of Motions.

“Retreats on Legislative Practice and Procedure, workshops or Retreats on three key areas namely Financial Oversight, Transparency or Public Access and Public Engagement.
“The State Government also organised a two day Retreat on Budget Process which led to the timely consideration and passage of the year 2016 Budget of the Government of Kaduna State by the Honourable House.
“The above assisted in enhancing the performance of the Legislature not only in Legislative works but also in Governance thus paving way for mutual working relationship with the other two Arms of Government, the Executive and the Judiciary.
“All these would not have been achieved without the cooperation, support, hardwork and understanding of the honourable members which further saw to the study of 23 Bills Where 17 out of these number were passed into Law and the remaining 6 pending in Committees of the Honourable House.
“The State Government also organised a two day Retreat on Budget Process which led to the timely consideration and passage of the year 2016 Budget of the Government of Kaduna State by the Honourable House.
“The above assisted in enhancing the performance of the Legislature not only in Legislative works but also in Governance thus paving way for mutual working relationship with the other two Arms of Government, the Executive and the Judiciary.
“All these would not have been achieved without the cooperation, support, hardwork and understanding of the honourable members which further saw to the study of 23 Bills Where 17 out of these number were passed into Law and the remaining 6 pending in Committees of the Honourable House.
“Also, we had a total of 183 sittings, with a record of 46 Motions and equally Resolutions were adopted for further Legislative and Executive actions. We shall see a lot of Private Bills coming from Members of the House as I have received some notices to that effect.
“I appreciate your individual and collective roles and pray that the efforts will redouble this session and the ones ahead” shagali added.
On the administrative angle of the Legislature, Honourable Shagali commends the Clerk of the House, the management and staff and requested them to continue to provide effective advises and services for the success of the Legislature which is for the betterment of the electorates, the society, the State and the Nation at large.
“I appreciate your individual and collective roles and pray that the efforts will redouble this session and the ones ahead” shagali added.
