In order to ensure continuity, proper monitoring and implementation of government programmes and policies, Kaduna State government said it is set to launch a four year strategic plan to sustain government projects.
The state governor, Malam Nasir El-rufai disclosed this during his opening address at a one day ‎2015 annual review meeting organized by Kaduna State Ministry of Budget and Planning with Support ‎from United Nations Children’s Fund (UNICEF).
Malam. El-Rufai who was represented by Mohammed Sani Abdullahi, Commissioner, Ministry of Budget and Planning, said ‎”We are in the process of developing a development strategy for the next four years.
“This development strategy will not be like some of the ones designed and developed in the past but kept on the shelf.‎ When we finish consultation and finalized the plan, we are going to look at the assembly for some resolution or to ground it in law, this one is not only to ensure continuity but also to grant it a legal framework.
“Once we do that, we will not entertain any request from MDAs on areas that are not captured in the plan, so we have asked all our MDAs to make inputs by sending their plan to integrate it into the plan. The plan will be concluded by the end of this year so that it could be launched in the early part of 2016.”
He commended UNICEF for its partnership with the state government, saying “the administration has found UNICEF to be a very worthy development partner.‎ The issues that UNICEF deals with on a daily bases makes up the priorities of this government,‎ these are issues that concern the vulnerable of our citizens, women and children.
“If you look at what has been happening in Nigeria over the past three to five years, you will find out that we need an emergency in the areas of women and children in all aspect of life.‎ These are the most vulnerable of our people, they are the ones that inequality affect the most, without job opportunities, without livelihood, without education.
“UNICEF have experience from all across the world which we can learn from, they can help us to guide some of the interventions we will have based on their experiences within the state. So this review meeting is a critical opportunity for us to understand better what UNICEF has done over the past one year.
‎”We see this as improving coordination not only within our MDAs but also all development partners that are working in the area of women and children. Our administration is particularly very interested in areas of education and not only from primary school but pre-primary as well; early child development and then all the way up to the transition.”
Responding, Utpal Moitra, Chief Field Officer, UNICEF Kaduna Field Office, ‎explained that the objective of meeting is to sit down with the Ministry of Planning and look at how well UNICEF has been able to contribute to the state plan which is very important and how best to improve and implement the 2016 plan.
“UNICEF has been working with Kaduna State Government for decades; it’s a partnership that we have strengthened over the years not only in Kaduna but also in Niger and Nasarawa States.
“We did the same review yesterday for Niger State and we will do that of Nasarawa a day after tomorrow with whole the purpose of strengthening the partnership.
“A lot of good works have happened all through the years and the fact is with all the MDAs. To us it has been a great learning experience which we will now try to reflect on and also pave the way for 2016 plan.
