By; Oladele Adedayo, Ado-Ekiti.
The Ekiti State House of Assembly Wednesday referred the state’s 2016 Appropriation Bill to its Committee on Finance and Appropriation after the document scaled second reading at plenary on the floor of the Assembly.
The 2016 budget was presented to the House on Tuesday by the state governor, Mr. Ayo Fayose.
After the Deputy Leader of Business Committee, Hon. Adeniran Alagbada (Ise/Orun),moved the motion for the second reading of the bill and it was seconded by Hon. Samuel Jeje (Ido/Osi II),the Speaker,Rt. Hon. Kola Oluwawole, opened the debate on the contents of the bill.
“The objectives of the budget are achievable. It is an objective budget, going by the allocations to the different sectors. There is an urgent need to diversify from financial expectations from the Federal Government.
“Our tax base needs to be widened. And we need to begin to exploit our solid minerals so as to increase our Internally Generated Revenue (IGR) prospects.
“It is noteworthy that the reason the recurrent expenditure is higher than capital expenditure is to develop the people’s welfare. It is to motivate workers so as to let them help to move the state forward. You have heard that the governor has said he is not going to be party to reduction of minimum wage for workers or retrench any of them. That is important,” he said.
Hon. Kola Oluwawole while rounding off the debate, noted that the decision of the governor to involve anti-graft agencies in the process of monitoring the budget was what should be the norm, adding that Governor Fayose was setting a standard of transparency in governance in Nigeria and Africa, and as such, should be emulated by the Federal Government.
