Chief of Army Staff, Lt. General Tukur Burattai, has said that the Nigerian Army will leave no stone unturned in ensuring full implementation of all programmes and policies of the federal government to have a professionally responsive Army.
Speaking Friday in Zaria through the Chief of Accounts and Budget, Army, Brig. General Jakko at the opening ceremony of the Nigerian Army Biometrics Enrolment Exercise, NABEE, for 75 Regular Recruit Intake, General Buratai said, “I am aware of the efforts made on computerization of the functions of the Nigerian Army Finance Corps which is in line with the ongoing financial reforms of the federal government of Nigeria.
“The Nigerian Army as a vital arm of the government will surely leave no stone unturned in ensuring full implementation of all programmes and policies of the Federal Government of Nigeria.
“Some of the financial reforms which we have already embraced include the Treasury Single Account, TSA, Government Integrated Financial Management Information System, GIFMIS, and the Integrated Personnel and Payroll Information System, IPPIS, amongst others.
“I strongly believe that the objectives of these programme is to improve service delivery in the NA and federal government in general.
“It is in furtherance to this that this exercise is taking place today in order to capture the young soldiers’ data at source, which is also in line with my vision to have a professionally responsive Nigerian Army in the discharge of its constitutional roles.”
He commended the leadership of the Nigerian Army Finance Corps for sustaining the exercise over the years and therefore urged them to continue building on their information technology architecture for better service delivery to the Nigerian Army.
The Chief of Accounts and Budget (Army), Brigadier General J. E. Jakko, said the exercise was meant at ensuring that only duly certified trained recruits were documented and enrolled into the Nigerian Army database.
He noted that the sustenance of the exercise over the years had enhanced the administrative and welfare delivery capacity of the Nigerian Army to its personnel.
He added, “As you are aware, the Corps is among other responsibilities saddled with the regular processing and prompt payment of troops’ salaries and allowances. Consequently, one of the most important aspects of the Nigerian Army payroll administration is accurate capture of the new personnel into the database while safe guarding its integrity.
“Since its conceptualization in 2009, NBEE has gone through some rigorous processes and updates which has stood the test of time.
“In compliance with the Federal Government of Nigeria directives on the adoption of E-payment System by all MDAs, the Corps has continued to strive to maintain a robust biometric database for Nigerian Army personnel which has been fully applied in payroll administration. This has made utilization of resources more efficient and timely. “
