Bauchi Legislature Renounces Education Commissioner, Tilde

Bauchi State House of Assembly on Monday withdrew its confirmation on the Commissioner of Education, Dr. Aliyu Usman Tilde as member of the State Executive Council, issued to him on August 17, 2021 following the reconstitution of the State Executive Council, for what it called disrespect to honourable members.

The House presided over by the Speaker, Rt. Hon. Abubakar Yakubu Suleiman has in matters of public importance also unanimously passed a vote of no confidence on the Bauchi state education commissioner, Tilde.

The legislature, currently receiving defenses on the 2022 state budget proposal from ministries, departments and agencies of government, similarly directed that the permanent secretary in the ministry of education should continue with the budget defense.

The resolutions of the House followed a motion moved by its education committee chairman, Hon. Babayo Muhammad representing Hardawa constituency in Misau emirate who informed members on how the commissioner disrespected them during the committee’s defense section.

Chairman of the House Education Committee had told the legislators that the commissioner was supposed to be at the committee’s room by 10 am last Friday to defense the budget of his ministry, but decided to come one hour late, and was entertained despite keeping them waiting.

According to the committee chairman, “While we were trying to explain ourselves to him, the commissioner interfered and queried us, ‘who are you’, with all sense of disrespect.

“We told him, we are the legislature, an arm of government, but he still kept asking us ‘who we are’. We therefore asked him to go when he realized that we are something, but he should come back for the defense because we have 8 days more from today to end the budget defence proceedings”.

Hon Babayo Muhammad explained that even the State Governor and other members of the State Executives Council were before the House of Assembly for the budget defence.

He therefore submitted the committee’s recommendation to the House for passing a vote of no confidence on the Commissioner, and directed that the permanent secretary in the education ministry should continue with the budget defense. it also recommended for the withdrawal of confirmation on the commissioner as member of the Bauchi State Executive Council.

Contributing to the motion, Hon. Yunusa Ahmad (Warji Constituency) said that the lawmakers are not against the person of Dr. Tilde, but his policies and conduct, noting that should the House take the recommendations against him, all stakeholders in education sector will celebrate the action.

Minority Leader, Hon. Bakoji Aliyu Bobbo (Chiroma Constituency) chipped in to explain that action of the commissioner is unfortunate, recalling the good working relationship between the Legislature and the Executive, saying with the commissioner sending a bad signal, means he is not good ambassador of the executive.

But the member representing Disina constituency in the house, Hon. Saleh Hodi Jibir cautioned the House to be conscious of whatever decision it will take so that some people should not use legal vacuum in the decision to go against the House.

However, Speaker Abubakar Suleiman clarified that the House has power to withdraw any confirmation it has granted, while majority leader, Hon. Tijjani Muhammad Aliyu said that it’s the constitutional right of any state assembly to confirm, reject or withdraw confirmation on any commissioner. 

Speaker Suleiman explained that based on the submission of the house committee on education, action should be taken against the commissioner, as Hon. Gazali Abubakar (Ganjuwa East) clarified that what transpired between Tilde and the House will not affect the budget process of the education ministry.
