Governor Nasir Ahmad el-Rufai of Kaduna State on Tuesday said, the Medium Term Expenditure (MTEF) and Budget has provided a backwards looking summary of key economic and fiscal trends that will affect the public expenditure in the future.
Malam el-Rufai stated this at a retreat for members of the Kaduna State House of Assembly on the 2019-2021 draft Medium Term Expenditure Framework (METF) and Budget, at the Fifth Chuckker and Polo Country Club, Igabi in Kaduna.
The Governor explained that the budget retreat provides indicative sector that envelopes for year 2019-2021 which constitutes the Medium Term Budget Framework (MTBF)
The Governor said, the budget that has just being presented by the Commissioner is a modest budget as in the last years budgets more of their expectations, they realize they have over estimated, for the time being they have been looking for another source of revenue from local government to work on that will ease and promote wealth in state.
El-Rufai told Kaduna legislators that the state government is proposing a modest budget that target completing all projects started and paying all contractors working.
According to him, only few priority projects are proposed in the 2019 spending plan of the government as they are committed to what they have started, they have worked on teachers, bringing in people that will promote quality education in the state.
The task notification law has being passed they don’t have structure yet, the budget is very small but hoping when other revenue source of income comes into the state it will not be a problem.
He called on everyone not to lobby in the budget but lay their complains if there’s any budget they have forgotten, by presenting their case according to the constitution.
He said, they are very confident the $350m world bank facility will come through soon, they are working towards improving the schools, primary health sector of the citizens in the state.
Governor el-Rufai appreciated the three-year harmonious working relationship between the State Executive Council and the Speaker, Honourable Aminu Abdullahi Shagali and members State House of Assembly in working for the State, saying that they performed better than all state assemblies in the country in terms of laws passed.
He added that, they have never had any crisis, commending them for their partnership, while appreciating their leadership, adding that the state government is proud of them.
Speaker Kaduna State House of Assembly, Alhaji Aminu Abdullahi Shagali said that the retreat was organized for members in order to have a humble knowledge on the buget to be presented to the house on Wednesday by the govermor.
According to him, the budget must be a judicious one that will benefit people in the state.
He added that Kaduna State remains first in passing the budget each year in the country.
The speaker however said that the House will carry indepth study of the budget proposal when it is presented before passing it.
