Kaduna Assembly Approves N39.6bn Supplementary Budget



The  Kaduna State House of Assembly, on Wednesday  25th July 2018, approved a supplementary appropriation bill of the sum of N39,650,000,000.00.

The House which initially slated July 13, 2018 for resumption,
further postponed till July 31, 2018 but resumed sitting on Tuesday
received the report on the supplementary bill  as well as set aside
it’s standard rule number 7 section 3,1 to allow third reading
thereafter, the approval by the the lawmakers and resolved back into

The bill passed by the  lawmakers was cited as the first supplementary
appropriation of Kaduna State 2018, which is to make provision for first
supplementary appropriation of funds in the state.

The supplementary appropriation capital expenditure stands at
N37,171,749’308.00 while the recurrent expenditure has the total sum
of N2,478,250,692.00.

The request for the first supplementary appropriation followed the
receipt of the Paris Club Debt refund and Tetfund as well as zonal
high intervention in the sum of N30 billion, N1.150 billion
respectively, and  External loans from the Indian Exim Bank in the sum
of N8.5 billion.

The areas of allocation and utilization are as follows, Office of the
Secretary to the State Government, the sum of N100 million,
Teachers Service Board, the sum of over N12. million, and Kaduna
State University basic salary to cover N115 million. Primary Healthcare with N2.5 billion among others.

The house also confirmed two governor’s nominees who are Mr.Awwal
Muhammed Makarfi as Permanent Secretary Civil Service Commission and
Prof. Joseph Gambo Akpoko as Permanent Commissioner, State Independent
Electoral Commission.

Meanwhile, the Speaker, Aminu Abdullahi Shagali constituted a seven-man adhoc committee to work on all outstanding bills before the floor of the
house and dissolved into a committee recess to resume by August 14, 2018.
