KDSG awards N259m contracts for education facilities …structures salary/allowances

KADUNA State Government yesterday awarded contract for the building of 42 new units of classroom blocks in some local governments to the tune of 259 million Naira just as it announced the restructuring of salary and allowances for the state workers.
The decision was reached during the state weekly executive council meeting presided over by the state Governor, Sir Patrick Ibrahim Yakowa.
Briefing newsmen after the meeting, the state Commissioner for Information and Home Affairs, Alhaji Saidu Adamu said the contracts for the construction of the classrooms were awarded to two contractors worth 109.1 million Naira and 120.7 million Naira respectively.
The first contractor has 30 weeks completion period while the second was given 78 weeks completion period.
Saidu Adamu also said that the council approved the award of contract for Mathematical Improvement Project at Rimi College, Kaduna at the cost of 30 million Naira with a completion period of 32 weeks.
The project, according to Adamu, is meant to improve the teaching and learning of Mathematics and English Language in the school to prepare students for better performance as well as laying the foundation for any course they may want to take in future.
Commenting on the restructuring of the salary and allowances, the state Head of Service, Mr Nathaniel Hayab said the council had reviewed and agreed that for any salary and allowance being enjoyed by any worker in the state, it should be backed up by “establishment Circular” which makes it authentic for operation.
“In the past, the operations of some of these have been jettisoned and you would find out that due process has not been followed,” he said.
He said the government has brought out all the salaries and allowances in the state that are operational now and backed up by establishment circulars.
He said the circulars have been written and circulated to all the Ministries, Departments and Agencies (MDAs) to enable them to know what is approved and operational. He said that henceforth, all allowances would be implemented when they have been approved and followed the due process through the establishment circular.
He said the essence is to enable all to know the approved and operational ones and get rid of the “illegal” ones, the level of the implementation of the approved ones in the state, as well as the details of who the beneficiaries are.
According to him, “The biometric machine at the BATMIS has been programmed, that your location of duties has the allowance that goes with it. So once the posting goes to the locations that are not there, the system would not recognise your having any allowance, because you are in a location that does not have the allowance that hitherto you were getting. So the system would not recognise it, but recognise only that you are entitled to.”
