Kaduna street begging, hawking prohibition bill passes 2nd reading.

The Bill seeking to prohibit street begging and hawking in Kaduna State 2015, has passed through second reading in the State House of Assembly today.
The Bill which emanated from the executive arm, seeks to keep all beggars and hawkers off the streets of Kaduna when passed into law.
In deliberating on the bill, Hon Auta Isaac representing Sanga/Chawai constituency in the State House of Assembly, cautioned the law makers that change is a gradual process that needs a careful deliberation. He pointed out that to substitute old ideas with new ones require time in order to avoid any adverse effect on the populace.
Treading the same line, Hon Bityong Yakubu Nkom representing Kaura constituency suggested that the plans of rehabilitating the destitute should be fully put in place before the bill is eventually passed into law.
He said the rehabilitation should not only be limited to provision of food and shelter but also include caring for the needs of their dependents.
On his own part, a member representing Zonkwa Constituency, Hon. Kantiok Irimiya, pointed out that House Bills are for the betterment of the society which goes beyond politics and votes.
He said if the legislation would take into cognisance the adverse effect on the public, the house may not be able carry out its constitutional duties which may also endanger the society.
Hon Bello Sani Gimi, a member representing Makarfi constituency in the House, applauded the Bill saying it is timely and for the benefit of all. He further stated that if Kano state with its large population and religious inclinations can succeed in evacuating beggars and hawkers from their streets, Kaduna State should not be an exception.
The Bill has been referred to the committee on Market Development and Judiciary for consideration. Public hearing on the bill has been slated for 17th December, 2015.
