Buhari Writes NASS, Declines Assent On 3 Bills

President Muhammadu Buhari has written the National Assembly to express his decision to withhold assent on three Bills passed earlier by the parliament.
Speaker of the House of Representatives, Hon. Yakubu Dogara read the letter to his colleagues during plenary on Tuesday.
The President said his decision was Pursuant to Section 58 (4) of the Federal Republic of Nigeria 1999 (as amended), I hereby convey to the House of Representatives, my decision, on Jan. 25, 2018 to decline Presidential Assent to three Bills recently passed by the National Assembly.
The affected Bills are; Police Procurement Fund (Establishment) Bill, 2017- due to lack of clarity regarding the manner of disbursement of funds, as well as constitutional issues regarding the powers of the National Assembly to appropriate funds allocated to the 36 State Governments and 774 Local Governments, which is in conflict with Section 80 – 82, 120-122 of the 1999 Constitution (as amended).
Also, the Chartered Institute of Public Management of Nigeria Bill, 2017 was not assented to due to lack of clarity over the scope of the profession of “public  management”, and that this Bill prohibits all persons who are not members of the institutions from not practicing.
Similarly, the third bill is on the Nigerian Council for Social Work (Establishment) Bill 2017 did not get the assent of the President due to lack of clarity of the scope of the profession of “Social Worker’’ as the President noted that this Bill prohibits all persons who are not members of the Institute from practicing.
