The Chairman, State Universal Basic Education Board (SUBEB) in Bauchi, Prof. Yahaya Ibrahim Yaro has said that the Abubakar-led administration counterpart fund payment of N3.7billion for the years 2014 and 2015 made the board function effectively in discharging its enormous responsibilities for the benefits of the teeming people of the state.
Prof. Yahaya Ibrahim Yaro recalled that the immediate past administration’s lackadaisical attitude to the education sub-sector, particularly the primary and junior secondary schools in non-payment of counterpart funding and promotion of teachers’ welfare completely bastardized the sub-sector in the state.
The chairman, while receiving captains of the Democratic Enlightenment Initiative (DEI) in his office Monday, said that Governor Mohammed Abubakar has to source the said sum of N3.7 billion from a bank to pay the 2014 and 2015 universal basic education counterpart funding to strengthen the board.
He expressed disgust that for the over N13 billion the board spent between 2008 to 2015 under the Yuguda administration, most of the classrooms in both primary and junior secondary schools lack doors and windows while a significant number of both pupils and students then sat on bare floor.
“Prior to the inception of the present administration in the state, any person who go round those schools can confirm to what I was saying as regards the condition of primary and junior secondary schools across the state”, he said.
Yaro explained that with counterpart funding of 50% each by the Bauchi state government and Universal Basic Education Commission (UBEB), the board within the past two years was able to undertake construction of classrooms, renovate some schools and provide furniture in various primary and junior secondary schools across the state.
Accordingly, he stated, the board has during the period under review constructed a number of 108 blocks of two and three classrooms, and renovated a number of 699 blocks of two and three classrooms.
Professor Yaro also revealed that his board has purchased 2, 051 desks and tables which 12, 306 nursery pupils benefitted, and 20, 246 desks and tables which 60, 738 primary pupils benefitted, as well 11, 466 desks and tables for 22, 932 junior secondary school students.
These, he said, were in addition to the approval by the state governor for the renovation of some schools and building of new classrooms for the 2016 proram and equally UBEB has given its counterpart funding for which tenders have been verified and sent to Due Process Office which in turn released batch 1, 2, and 3 of no objection for those that fulfilled the procedures or guidelines.
“His Excellency has also given approval for sourcing from a bank of the 2017 universal basic education counterpart funding for which a memo has already been sent to the State House of Assembly for authorization, and with the receipt of counterpart from UBEB, tenders will be opened by the board”, he further disclosed.
Professor Yahaya Ibrahim Yaro assured that SUBEB in Bauchi is doing everything humanly possible to ensure the provision of a conducive atmosphere for both teaching and learning in its schools.
